SLIDES, 11-Sep - PRIME. Russia made the package proposal of Moldova on
cooperation in the gas sphere, informed the Prime Minister of the
Russian Federation Dmitry Medvedev.
The volume of transit through the territory of Moldova in the past year amounted to about 29 billion cubic meters, the supply of 3,09 billion cubic meters of natural gas to the amount of 1,06 billion dollars. The current contracts of "Gazprom" <GAZP> for the supply and transit of gas to Moldova are valid until the end of 2012. As said the Moldovan Prime-Minister in interview to the newspaper "Kommersant" on the eve of the visit to the Russian Federation, the current price that Moldova pays "Gazprom", is too high (389,88 dollars per thousand cubic meters in the second quarter against 382,24 of the dollar in the first).
"I made a package offer to our partners. We with Vladimir Vasilyevich (Filat - Prime-Minister of Moldova - ed.) very intensively discussed this issue. I've put all our arguments. They concern, including energy package of the EU," Medvedev said at a press-conference on the results of the negotiations with the Prime Minister of the Republic of Moldova.
In turn Filat expressed hope in the near future to reach principal agreements. "I hope that during a short period of time we get to the point, that we have agreed in principle, and in addition, will approach to the signing of intergovernmental agreements in the energy sphere, which must be the basis of the signing of the new agreement on deliveries of natural gas from the Russian Federation", - said the Prime Minister of Moldova.
According to Medvedev, Russia has differences with the European Union in the energy policy. "In particular, we are talking about the implementation of the energy packages. These packages, unfortunately, and in virtue of the fact how these rules are formulated, and how they are applied in practice - beat on the interests of the Russian Federation and Russian companies, including, naturally, the "Gazprom". Therefore, when making integrated energy solutions we have to take into account and membership in the relevant international organizations, including in the contract on the organization of the energy community," Medvedev said.
He also added that Russia has made an offer to Moldova on gas issues and waits for a response from the Moldovan side.
As noted for its part the Prime Minister of Moldova, the solution of this problem requires an integrated approach must take into account issues of Moldovan debt for Russian natural gas supplies.
"I hope that we all of these problems will not only discuss, but also find their solution", said Filat.
OJSC "Gazprom" plans to conclude an agreement with JSC "Молдовагаз" contract for supply in 2012-2014 gas in the amount of not more than 10.4 billion cubic meters for a total maximum amount of $ 3.9 billion. Gas transit through the territory of Moldova during this period, it is assumed in the amount of no more than 70 billion cubic meters. The cost of this service will cost the Russian gas holding in 172 million dollars.
Contracts on conditions of transit of natural gas through the territory of Moldova, OAO "Gazprom" and JSC "Молдовагаз" concluded annually.
In November 2011 Moldova proposed to "Gasprom" taken into account when signing a new contract of participation in the proposed country of investment projects on its territory.
